The estimated construction cost was $24 million and the project owner was Caltrans. This was a Risk Level 2 project and S Kwok was the Water Pollution Control Manager. Construction ended in the year of 2011.

Ralston Avenue Bikeway Overcrossing of State Highway 101, City of Belmont, Contract number 433. The estimated construction cost was $7.3 million and the project owner was the City of Belmont. This was a Risk Level 1 project and S Kwok was the Water Pollution Control Manager. Construction ended in the year of 2011.

State Route 152 Improvement in the City of Gilroy, CA. Caltrans Contract Number 04-2A2604. The estimated construction cost for this project was $2.1 million. It was a Risk Level 2 project. S Kwok has prepared the SWPPP and was Water Pollution Control Manager for the project. Construction ended in the year of 2012.

Bailey Road Improvement Project from W. Leland Road to State Route 4 in the City of Pittsburg. Contract Number 2007-32. The project owner is the City of Pittsburg. The total project cost was estimated about $4.2 million. This was a Risk Level 1 project. S Kwok prepared the SWPPP and was the QSD/QSP for the project. Construction ended in the year of 2012.

The Vacaville-Dixon Bicycle Route (Phase 5A) project comprises approximately 11 acres of project area and is located at Hawkins Road between Fox Road and Pitt School Road in Solano County, California. The property is owned by Solano County. It widened the shoulders for bike lanes. This was a Risk Level 1 project and the owner is Solano County. The construction cost was about $940,000. Construction ended in the year of 2012.

State Highway 99 Bridge and Highway Widening in the City of Merced, CA. Caltrans Contract Number 10-0K0204. The estimated construction cost was $20 million and the project owner is Caltrans. S Kwok amended the SWPPP for this Risk Level 1 project and was the Water Pollution Control Manager. Construction ended in the year of 2013.

State Route 180 Braided Ramps in the City of Fresno, CA. Caltrans Contract Number 06-0C1104. This was a Design-Build project. The scope of work for S Kwok included the preparation of Stormwater Data Report and SWPPP. S Kwok was designated as the Water Pollution Control Manager for this Risk Level 1 project. The estimated cost for this Design-Build project was about $40.7 million. Construction ended in the year of 2014

U.S. Food Expansion project in the City of Livermore, CA. This project comprised approximately 2 acres of construction disturbed soil areas. It constructed new freezer facilities, improved the parking lots and expanded the truck storage areas by constructing retaining walls curbing the lawn areas. It also included improvement of lawns along the frontage of the facilities. S Kwok provided the QSP services and filed the Storm Water Annual Reports and Notice of Termination for the project. Construction ended in the year of 2013.

State Route 140 Widening in the City of Merced. Contract Number 10-3A66U4. The estimated construction cost was $20 million and the project owner is Caltrans. This was a Risk Level 1 project. The estimated construction cost was $65 million and the project owner is Caltrans. State Route 92 and I-880 Highway Planting Project, City of Hayward, CA. Caltrans Contract Number 04-2G3614. This was a highway landscaping project for the newly constructed Interchange. S Kwok was hired for providing the Water Pollution Control Manager services and assisted the Contractor to restart their suspended work due to ineffective management of water pollution control work in the field. This was a Risk Level 2 project. The bid price for the landscape work was $1.21 million. Construction ended in the year of 2013.

State Route 101 Highway Planting Project in the City of Menlo Park and East Palo Alto, CA. Caltrans Contract Number 04-2356A4. This project was located along Highway 101 between Marsh Road I.C. and University Ave. I.C. in San Mateo County. The project drains to Marsh Creek and San Francisquito Creek and eventually the San Francisco Bay. Proposed work was highway planting. It was a Risk Level 2 project. The bid price for this project was over $1 million. Construction ended in the year of 2014.

Gerald Desmond Bridge Replacement of Port of Long Beach, CA. Caltrans Contract Number 07-228301. This is a Design-Build project. S Kwok is preparing the Storm Water Data Report for this project and it has been approved by the stakeholders. The total estimated cost for this project was close to $1 billion. Construction ended in the year of 2014.

State Route 4, Bacon Island Rehabilitation Project in San Joaquin County in and Near Stockton, Caltrans Contract number 10-0W1204. This project widened the Highway 4 and provided rehabilitation on its pavement. It is a Risk level 1 project. The bid price was $7.4 million, S Kwok was the QSP for the project. Construction ended in the year of 2014.

The Ohlone Greenway Natural Area and Raingardens project, City of El Cerrito. This project comprised approximately 2.2 acres and was located on Ohlone Greenway between Fairmount Ave. in El Cerrito, CA and Brighton Avenue in Albany, CA. The work included constructing landscape area and minor creek work to beautifying the rain garden next to BART. This was a Risk Level 1 project and S Kwok was the QSP for the project. The construction cost was about $600,000. Construction ended in the year of 2016.

Hendy Avenue Complete Street Improvements Project, City of Sunnyvale. Contractor hired S Kwok to prepare the SWPPP and be the QSP for the project. The bid price for the project was $2.15 million. Construction ended in the year of 2015.

San Pablo Dam Road Walkability Project, Contra Costa County Public Works Department, Project No. 0662-6R4051. The Contractor hired S Kwok to be the Water Pollution Control Manager for this Risk Level 2 project. S Kwok was performing sampling and analysis, and storm event monitoring for this project. The bid price for this project was $1.7 million. Construction ended in the year of 2015.

State Route 140 and 160 Freeway Connectors project, Contra Costa Transportation Authority, Caltrans Contract Number 04-2G5104. S Kwok was hired to prepare the SWPPP and act as the Water Pollution Control Manager for the project. The bid price was $31.8 million. Construction ended in the year of 2016.

The Improvements of Line A at Cabot Boulevard Crossing in Hayward, Alameda County, CA. The project consisted of drainage expansion within an improved concrete-lined trapezoidal flood control channel, operated by Alameda County Flood Control and Water Conservation District. Expansion included construction alternate pre-cast RCB inlets and outlets. This was a Water Pollution Control Program and the Contractor hired S Kwok as the QSP to perform weekly visual inspection for the work. The construction cost was estimated to be $500,000. Construction ended in the year of 2016.

The San Lorenzo Community Park – Phase 1 project redeveloped approximately 12.5 acres of an existing 32 acre park located at 1970 Via Buena Vista, in San Lorenzo, California. The project site was located approximately 2 miles west of Interstate 880 and approximately 4,000 feet east of the San Francisco Bay. S Kwok was the QSP for this Risk Level 2 project. The construction bid cost is about $10.9 million. Construction ended in the year of 2016.

I-80 San Pablo Dam Road Interchange Project – Phase 1, Caltrans Contract # 04-0A0814, Contra Costa Transportation Authority Contract # 416. This project constructed an on-ramp, four Caltrans-type masonry sound walls along WB I-80 and the WB on-ramp, retaining walls, city masonry walls, roadway pavement, drainage systems, Riverside Avenue pedestrian overcrossing bridge and electrical work. S Kwok was the Water Pollution Control Manager for this project. The bidded price was $17.1 Million. Construction ended in the year of 2016.

Parking Structures at Milpitas and Berryessa Stations, BART to Silicon Valley Berryessa Extension Project that was funded by VTA, Contract Number C730 (DB 13001F). This project constructed two parking structures for the BART station in the City of Milpitas and San Jose. S Kwok was the QSP for the Parking Structures which was a Risk Level 2 project. The construction bid price is $86.9million. Construction ended in the year of 2017.

State Route 17 Emergency Slide Repair, Caltrans Contract Number 04-4K2304. Caltrans District 4 was implementing an emergency repair of storm damage on Highway 17. The project site was located on State Route 17 in Santa Clara County, near the City of Los Gatos at 0.7 miles South of East Main Street. The work of this project included the installation of a soil nail retaining wall. The retaining wall was approximately 125 feet long. The project drained into Los Gatos Creek, located adjacent to the project site. S Kwok is the Water Pollution Control Manager for this Water Pollution Control Program (WPCP). Construction ended in the year of 2017.

Mission Creek (Line L) Restoration between UPRR and Lemos Lane, in Fremont, Alameda County Flood Control and Water Conservation District Zone 6 Project. Specification Number FC-6-142. The project implemented dewatering and clear water diversion systems that required water sampling and analysis, replacement of a pedestrian bridge, constructed reinforced concrete retaining walls and structures, drainage systems, hardscape and landscape at the public park, improved riparian habitats and created channel capacity to contain 100 years storm event. S Kwok was the Water Pollution Control Manager for the project. The project bid price was about $7.4 Million. Construction ended in the year of 2017.

Chabot Dam Seismic Upgrade, East Bay Municipal Utility District Specification Number 2017. The work included the seismic improvements to the Chabot Dam and Reservoir Outlet Works located approximately 2 miles east of San Leandro. This was a Risk Level 3 project because of the steep slope and high receiving water risk. The bidded price for the work was $12 Million and S Kwok was the QSD/QSP for the project. Our work included training the contractor to administrate data on SMARTS. Construction ended in the year of 2017.

BART Earthquake Safety Program Aerial Structures – A Line Lake Merritt to Coliseum, BART Contract # 15PB-120. The work in this Contract included structural retrofit of pier foundations. Grading included both cut and fill activities, with the total graded material estimated to be 12,000 cubic yards. Approximately 4,500 cubic yards of material were off-hauled during grading activities. S Kwok was the QSD/QSP for this project. The bidded price was $13 Million. Construction ended in the year of 2017.

U.S. 101 San Francisquito Creek Bridge Replacement Project, Caltrans Contract # 04-235624. This project was located on State Highway Route 101 in Santa Clara and San Mateo Counties in Palo Alto and East Palo Alto from Oregon Expressway Overcrossing to 0.3 Mile South of University Avenue Overcrossing. S Kwok was the WPC Manager for the project. This project required to perform Water Quality Samplings and Analysis in the Creek and submit monthly reports for the work. The bid price for this project was $15.2 Million. Construction ended in the year of 2018.

Gilead Sciences New Building. The project site was located at 320 Lakeside Drive, West of Vintage Lake, within the Gilead Sciences (Gilead) Campus in Foster City, California. The site was bounded by Reef Drive to the North, Mariners Island Boulevard to the West, and Lakeside Drive to the East. Existing buildings B320, B322, and B324 will be demolished. A new 4-story lab building (approximately 300,000 square-foot), and a new 6-story parking garage (approximately 700 parking stalls) were constructed. Associated parking, hardscape and landscape were constructed. This is a Risk Level 1 project and S Kwok was the QSP for the project. Construction ended in the year of 2017.

Balfour Interchange Project, Contra Costa Transportation Authority, Brentwood, CA. The work on the project included the construction of one concrete box girder bridge and two pre-cast prestressed wide flange girder bridges, retaining walls, roadway pavement, drainage systems, sewer and waterline work and electrical work. Runoff from the site discharged into Deer Creek. Deer Creek eventually discharged into Marsh Creek located approximately 1.5 miles NE of the project site. Marsh Creek eventually discharged into Delta Waterways located approximately 6 miles north of the project site. S Kwok was the Water Pollution Control Manager for this Risk Level 1 project. The work included the water quality samplings on Deer Creek according to 401 permit requirements. The bidded price for this project was $37 million. Construction ended in the year of 2018.

Replacement of Embarcadero Bridge over Lake Merritt Channel, City of Oakland Project Number G121810 – This was a bridge replacement project. It consisted bridge removal, structural excavation and backfill, grading, structural concrete, furnishing and driving cast-in-drilled-hole concrete piles, reinforcement steel and miscellaneous metal work, new restroom building, environmental protection, traffic control, dewatering, ATS work and clear water diversion work. S Kwok performed the quality assurance role (QA) and reporting this Risk Level 1 project to the City. The reports described the contractor’s quality control of their SWPPP compliance work. The engineer’s estimate for this project was $16 Million. Construction ended in the year of 2018.

The Improvements of a portion of Ardenwood Creek (Line P) in the Vicinity of Paseo Padre Parkway to Tupelo Street – Flood Control and Water Conservation District of Alameda County Specification No. FC5-219. The project consisted of implementing clear water diversion and dewatering systems with water sampling and analysis requirements, installing of multiple channel structures, rock slope protections, stream bank stabilizations, drainage systems, relocating water lines, clearing channel sediments and miscellaneous channel protection work. This was a Risk Level 2 project and S Kwok was the Water Pollution Control manager. The project bid price was about $11.7 Million. Construction ended in the year of 2018.

I-680 Express Lanes Fiber Optic Communications Network, Fiber Optic Cable and Network Electronics Furnishing, Installation and Testing, Caltrans No. 2J330, MTC Contract No. BAIFA-200. The project work included the installation of fiber optic cable, pull boxes, communication facilities and roadbed transverse drillings. The project was about 5 miles long. It was a Caltrans Water Pollution Control Program. S Kwok was the Water Pollution Control Manager for this project. Construction ended in the year of 2018.

Los Gatos Creek Bridge Replacement, Peninsula Joint Power Board, Caltrain IFB 16-J-C-005. This project replaced the existing bridge and widened the existing channel. It also stabilized the banks with native plants and rock slope protections. The engineer’s estimate for this project was $15 Million. S Kwok was the QSD/QSP for this Risk Level 2 project.  Construction ended in the year of 2018.

Livermore Civic Center Meeting Hall, Livermore, California. The project consisted of a new City Civic Center Meeting Hall and associated site improvements, including demolition of the existing library building, grading, underground utilities installation, new parking lot, walkway, hardscape, landscape, curb, gutter and replacement of existing sidewalk along project frontage on Livermore Avenue and Pacific Avenue. The construction estimated cost is $8.1 million. S Kwok was the QSP for this project.  Construction ended in the year of 2018.

I-880 Operational and Safety Improvements at 29th Avenue and 23rd Avenue Overcrossings, Caltrans Contract No.04-0A7104. S Kwok was the Water Pollution Control (WPC) Manager and assisting the Contractor to manage the Stormwater Quality Control for this Risk Level 2 project. The bid price for the project was $52.8 million. Construction ended in the year of 2019.

South Bound State Route 13 and Interstate 580 Emergency Retaining Wall project. This project was located on State Route 13 in Alameda County, in the City of Oakland at Calaveras Avenue undercrossing. The work of this project included the installation of a soil nail retaining wall. The retaining wall work included construction of steel soldier piles and timber lagging. Other work consisted of concrete barrier rail, concrete slab on grade, drainage construction, and fencing. The proposed retaining wall was approximately 196 feet long. The project drained into storm drainage systems. The project site was located within the Lion Creek watershed; Lion Creek box culvert crosses under I-580 approximately 0.1 miles south of the project site and eventually flows into San Leandro Bay. S Kwok was the Water Pollution Control Manager for this Water Pollution Control Program (WPCP). Construction ended in the year of 2019.

The purpose of the Berryessa Creek project was to provide 100-year flood protection for the Lower Berryessa Creek watershed by modifying the existing flood protection structures, as well as by improving the existing maintenance access roads for the flood control channels. Project elements included raising creek levees, construction floodwalls along existing creek levees, widening channel cross-sections, improving maintenance access while reducing the number of maintenance roads, and providing three in-channel low earthen benches for the establishment of riparian habitat. This project required clear water diversion to construct the embankments. S Kwok was the Water Pollution Control Manager for this project. The estimated construction cost was between $46 million and $51 million. Construction ended in the year of 2019.

The Oakland Emergency Generator (OEG) System project is a BART project. The project consists of installing an emergency generator system with required transformers grounding, and improvements to mechanical and civil/structural facilities. The work also includes automated monitoring and controls systems to operate the generator and the electrical system as well as infrastructure for utility power to site. The site comprises approximately 0.7 acres. The civil/structural work and infrastructure for utility power to site (all earth disturbing activities) are at the Oakland Transition Structure area located in the Port of Oakland. This is a WPCP project and the bid price was $22 million and S Kwok was the QSP for this project. Construction ended in the year of 2019.

The C35 Interlocking Renewal Project is a BART project. Project grading occurred on approximately 0.68 acres of the project, which was a WPCP project. The track work only removes ballast to 4” below existing railroad tie, maintaining a layer of ballast, and does not disturb underlying soil. S Kwok was the QSP for this project. The bid price for this project was $13 million Construction ended in the year of 2019.

The work included the demolition of an existing building, construction of the new building, site improvements and landscaping. The Venetia Valley K-8 Interim Housing and Classroom Replacement project was about  1.3 acre site and was bounded by N. San Pedro Rd at the southeast and existing residential lots on all other borders. The project involved demolition of existing classrooms and hardscape. New classrooms, drop-off area, play areas, accessory structures, utility services, and hardscape were be constructed. S Kwok was the Water Pollution Control Manager for the project. The construction cost was about $25 million. The construction ended in the year of 2021

The Montague Expressway Pedestrian Overcrossing (POC) Project consisted of constructing a steel, Warren‐type truss, with a total length of 229 feet and 4 inches, including a 194‐foot and 8‐inch long single span crossing over Montague Expressway. A 32‐foot‐long cantilever extension at the south end of the pedestrian overcrossing will connect to the second floor of the existing parking garage at the Milpitas BART Station Campus. The estimated construction cost was $10 -$11 million. It was a Erosion and Sediment Control project because the project footage is less than one acre. S Kwok was the QSP for the project. Construction ended in the year of 2020.
